Provider Data Privacy
Information submitted by a broadband provider shall be excluded from the requirements of the Virginia Freedom of Information Act (§ 2.2-3700 et seq.). Information submitted by a broadband provider pursuant to this section shall be used solely for the purposes stated in Section P of Item 115 of Chapter 2, 2021 Acts of Assembly, 2021 Special Session I and shall not be released by the Department, or any other public records custodian, without the express written permission of the submitting broadband provider.

The data submitted by internet service providers will be used to show broadband availability on an interactive map. The map will not include information regarding ownership or control over the network or networks providing service. Residents and providers may contest the results of the broadband coverage maps. Provider Data Upload
The granular data collection for broadband coverage should utilize the Broadband Serviceable Location Fabric unique identifiers of LOCATION_ID instead of actual addresses for easier sorting and anonymity.
LOCATION FABRIC ADDRESSES

Address-Level Reporting

It is required that all fixed broadband providers use address-level reporting by utilizing the Broadband Serviceable Location Fabric (Fabric) unique address identifiers (location_id) to anonymize addresses.

CSV FILE - PREFERRED FORMAT

.csv files are comma-separated values that are already used to fulfill the requirements of the FCC Broadband Data Collection upload. The information in the .csv files contain the same address information as GIS shapefiles without the need for GIS software.

Important information about .csv
.csv files only contain the address information needed to convert physical addresses to Broadband Serviceable Location Fabric (Fabric) location IDs. It is recommended to use software other than Excel or other spreadsheet software. Fabric addresses exceeds Excel's limits by 370%.

GIS SHAPEFILES - ALTERNATIVE FORMAT
GIS files may be uploaded separately or zipping them in a .zip file. ESRI Shapefiles must contain at minimum, the mandatory files listed below. You may use ESRI ArcGIS or free open-source solutions like QGIS.

.dbf stores the attributes and object IDs
.prj coordinate and projection system

Before uploading, make sure you obtain the Fabric Address data. More info HERE. It is strongly recommened to use Fabric's unique LOCATION_IDs.

The File Manager will verify that the correct files will be uploaded securely to DHCD's servers. Your files will not be shared publically and will be stored securely on DHCD's servers only.
